Each year, Virginia 811 and the State Corporation Commission (SCC) collaborate on a joint education campaign to promote damage prevention across Virginia. This campaign complements the public awareness activities conducted by Virginia 811 member utilities.
According to the Code of Virginia, members of the notification center are responsible for developing and implementing their own public awareness programs. To meet this requirement, Virginia 811 submits an annual plan to the SCC that outlines both Virginia 811’s initiatives and those of its members.
Please assist us in documenting compliance with the law by sharing your 2026 public awareness plans with Virginia 811 by November 21, 2025.
Examples of public awareness activities include:
- Advertising: radio, TV, newspapers, magazines, billboards
- Bill inserts promoting Virginia 811 and the need to Contact VA811 Before You Dig
- Dig with CARE stickers on fleet vehicles or construction equipment
- Promoting Virginia 811 on your website and social media, and including a link to the VA811.com website
Additionally, the Damage Prevention Advisory Committee has adopted a policy outlining minimum public awareness best practices. Those best practices include:
- Brochure distribution
- “Dig with CARE” bumper stickers on company vehicles
- “Dig with CARE” decals on work equipment (excavators to hard hats)
- Utilize “VA811” or “Dig with CARE” logos with safety educational materials (internal/external documents)
- Provide a link to Virginia 811’s website on your company website
