Virginia 811 Mission
To operate a quality-driven, mission-critical, time-sensitive, and employee-focused organization that provides an underground damage prevention safety program for all Virginia stakeholders by continually improving the effectiveness of our quality management system as it pertains to meeting all relevant requirements while emphasizing a positive customer experience.
Virginia 811 Scholarship
Virginia 811 will award one $1,500 scholarship for one-year, to a student planning to enroll in a community college degree program, an accredited trade school program or four-year college or university beginning fall 2025. Individual must meet the following criteria*:
- Applicants may be a 2025 graduating high school senior or adult learner planning to pursue an accreditation or academic degree
- For high school graduating applicant, parent or guardian is employed in the underground utility protection stakeholder community (excavator, locator, or member utility)
- For adult learner, individual is pursuing accreditation related to underground utility protection stakeholder community (excavator, locator, or member utility)
- Applicants must be planning to enroll beginning Fall of 2025 at
one of the following:either- Community College
- Accredited Trade School Program
- A four-year, accredited, college or university
2 Steps to apply
Step 1: Learn about Virginia 811 and the importance of underground utility protection. Visit the Virginia 811 website and learn about Virginia 811, and our role in the protection of underground utilities in Virginia. You can even complete the Basic C.A.R.E Module (Training Only) as a “homeowner” if you want.
Step 2: Complete the application form by selecting the “apply here” link below. Be sure to include all your in school and outside of school extracurricular activities, sports participations, leadership activities, volunteer activities and work experiences. Also, complete the brief essay question (300word maximum) about your career goals and apply what you have learned about Virginia 811.

About Virginia 811
Virginia Utility Protection Service, commonly called Virginia 811, is a not-for-profit organization and the designated one-call notification center for Virginia. Created by Virginia’s utilities to protect their underground facilities, it is dedicated to preventing damage to underground utilities and promoting safety in excavation. Virginia 811 provides a vital service by facilitating the communication between excavators and locators, operating a 24/7 call center, receiving locate requests, and dispatching notifications to utility owners across the Commonwealth.
